Childcare centers and family childcare homes in California must abide by the regulations contained in Title 22. The Community Care Licensing Division (“CCLD”) of the Department of Social Services is the agency that regulates childcare centers and family childcare homes, and the Title 22 regulations are the regulations they enforce.
CCLD makes the Title 22 regulations available online. However, and completely inexplicably, the website offers the regulations as six separate files, some PDFs, some Word documents. I’ve created a single consolidated PDF of all the regulations, which providers can download for free. I endeavor to keep this up to date. The date of the file is the date I created the PDF. So long as the dates on CCLD’s website are before that date, this PDF contains the most up-to-date Title 22 regulations.

It is important to understand that Title 22 regulations are the only rules CCLD have jurisdiction to enforce. CCLD as an agency and individual LPAs have frequently attempted to require centers and family care homes to abide by rules that don’t appear anywhere in Title 22 and thus are not rules CCLD can legally enforce.
